How do i get images from Tutorial onto Layers?

Thanks for Chasys, looking real good so far.
I am starting the "Photo-editing Tutorial".
And it says to Drag & Drop images from Tutorial,
but I am unable to dragDrop. I can only copy and Paste.
So I can't "choose Yes when asked whether to import as layers.".
Once i have copyPaste images, how do i get them on Layers?
