How do I apply converted icon files to be used as folder icons in Windows 8.1?

Thanks for allowing me to ask a question via this forum.  I was able to convert several png images to icons (.ico file types), but have run into a dead-end trying to select them to be used as folder / file icons in Windows 8.1.
 
Do you know of a way to do this? Really could not find any good posts on the Microsoft community forum.
